Some of my opinions:
(1) No need to be too concern on the guideline of 30-40 ftL @ 100%. If your current 22.651 ftL gives you a reasonably bright picture in your viewing environment, you can consider it done (I tuned my LCD TV to measure only ~15 ftL @ 100% and I feel comfortable to my eyes in my brightly lit room).
(2) Your luminance curve shows that your plasma set might hit the ABL (Automatic Brightness Limiter) at 80% and above. If you're using AVSHD 709 calibration disc, you can try to use the "Small APL Window" patterns to measure grayscale and luminance. See if your gamma at 80% and above can show improvement.
(3) Your grayscale is not bad. I guess only a small adjustment on the RGB Gain/Bias will fix the D65 problem.
