DC12V fan at HK$20@ is quite quiet. In my experience, I use two fans and I notice no sound when I turn on my TV with normal volume (without using my amplifier).
For better silence, you may consider some good brands (e.g. Antec, Coolmaster, PC Cooler). 12cm fan is quieter than 8cm. No need to buy high-speed fans.
Old fans, high-speed fans, some Cooler Master fans (with 2000rpm or over) create more noise.
I do think that a low voltage (5V) for 12V fan is not a good option to reduce noise. It runs slowly but less effectively. {:6_213:}
There are some brands and models which have ~1000 rpm. I prefer airflow to draw heated air away from equipment because it has overall cooling effect for the whole equipment with much less dusts accumulated. If you want more cooling effect, consider to use two or more fans.

I've a 12 cm(inches?) coolmaster driven with 12V power supply. I opine that it is noisy. If it is driven with 5v, its speed is slower and it is silent. Dont know whether it is sufficent to pump the ...

I am afraid the heat of my amplifier (Onkyo 906, very hot) may melt the sides of plastic fans if I forget to turn on the fans.
I mount 4 pc of 瓷筷子座 ($3 - $5@ in Jusco) to the corners of the fans to avoid direct contact with the amplifier. You can consider to use such stuff to avoid dee dee 震 too.
