I just bought a finished product of Belden 20A power cord with IEC尾 (E, L, N), but i just found that my Velodyne CHT8Q original power cord is also IEC尾 but only have 2 holes (L & N only). So can I plug this new power cord into the sub??

Yes, no problem if the wiring of your new cord is correct.

Just plug it in. It's fine. Works for me the same way with my SPL-1000-Ultra.
