The answer is yes and no.
It never had its own soundtrack.However, some instrumental tracks from "PTU" have been released on Milkyway's anniversary soundtrack.I just bought this CD compilation a few years ago when it was first released.It came bundled with a film strip from the movie "Election".

Good luck in finding it!I think it's out of print now.
But if memory serves me right, it's a compilation celebrating the 10th anniversary of Milkyway Films.
Comes in a black box with 2 CD's.One with instrumental music from various Johnnie To films and the other with theme songs from his movies.It even came with a poster for the soundtrack as well.I actually found my copy as I was trying to dust off my cabinets.I'll take photos sometime this weekend.
