Don't feel bad as you already did your best. I say even most locals in Toronto would probably fail the IELTS test anyway. English is an interesting language, that one doesn't need to excel the language skills at a very high level to be able to communicate with others in real life uses. Unlike other overly complex languages like Korean or Japanese.

I've been living in Toronto for 22 years, in your case, applying for Canadian immigration for be easy enough for you in the near future, as long as you have your degree finished in UK, things will take care of themselves.
