油畫 is usually a result of noise reduction in TV or digital camera.
Many TV has two settings of noise reduction, e.g. Picture Noise Reduction and MPEG Noise Reduction.
There are some reports about previous models of LG OLED having some undefeatable noise reduction.I don't know whether the 2016 series completely fixes it.
