故事簡介：
科技控制了人類的生活，所有市民也處於政府的監視之下，沒有自由和感情。愛幻想的盧森是政府統計員，面對生活迫人、腐敗的官僚政府，他常常夢見自己可以逃離這個國家，自由飛翔。一日，由於資訊部的疏忽，無辜的市民被誤以為罪犯，正當盧森被派遣調查此事時，卻巧遇魂牽夢縈的芝莉，原來她是恐怖份子的同黨，盧森因此捲入這場事件中，被政府通緝。而他又可否查明真相，洗脫嫌疑呢?
