The new HDMI Ethernet do need a new cable.
But other new features in 1.4 spec is enhancement on devices only and unrelated to cable.

This is not talking about the HDMI Cable Ver., it just talking about the cable has or has not an additional, dedicated data channel.
Please note that not all HDMI 1.4 cable has these channel.

Just mean if u need to make use of HDMI Ethernet features, then we need to get a Standard HDMI Cable with Ethernet or a High Speed HDMI Cable with Ethernet.Otherwise, yr existing cables will work fine.
BTW, the naming of HDMI Cable was changed already since HDMI 1.3 specification.
Cable Type like Standard/High Speed is used. instead of v1.x cable.
And "with Ethernet" type is introduced in HDMI 1.4 spec.
